2026 Medical Response and Surge Exercise (MRSE): Connecticut Healthcare Coalition

Overview/What to Expect:

A Medical Response and Surge Exercise refers to a functional Exercise designed to test and improve a healthcare system's ability to respond to mass casualty incidents, natural disasters, pandemics, or other emergencies that cause a surge in patient demand.

The MRSE is a requirement of health care coalitions and must be completed annually. At a minimum coalitions are required to surge 10% of licensed Medical Surge Beds. Which include General Adult Floor Beds, ICU Beds, Step Down or Post ICU Beds, and Surgical Beds.

The goal is to ensure the healthcare system can respond effectively to emergencies, protect public health, and save lives.

While this exercise has a focus for Hospitals, Emergency Medical Services and Emergency Management we encourage all coalition members and stakeholders to register for participation. The exercise team will attempt to create more content for other organization types as they register.
